Use a Supplemental Claim for new and relevant evidence
This route uses VA Form 20-0995. The evidence must not have been considered before and must tend to prove or disprove something important to the claim. It may also be used when requesting review because of a change in law.
Use Higher-Level Review for an error in the existing record
This route uses VA Form 20-0996. A higher-level reviewer considers the record as it existed when VA issued the decision. You cannot add new evidence. An optional informal conference lets you identify factual or legal errors, but it is not a hearing.
Consider a Board Appeal when you want a judge
A Board Appeal asks a Veterans Law Judge to review the case. VA Form 10182 is the paper Notice of Disagreement, currently revised June 2026. The Direct Review, Evidence Submission, and Hearing dockets have different evidence rules.
Check the deadline before choosing
Higher-Level Review and Board Appeal generally must be requested within one year from the decision letter. A Supplemental Claim may be filed later, but submitting it within one year can be important for preserving a potential effective date. Contested claims and some specialized benefits can have different rules.
Do not use either review route for every worsened condition
If VA already granted service connection and the condition has become more severe, an increased-rating claim is normally the relevant route. If the earlier decision denied the issue and you now have new and relevant evidence, a Supplemental Claim may fit.

- Read the reasons for each issue in the decision letter.
- Ask whether you have evidence VA did not consider.
- If yes, evaluate a Supplemental Claim.
- If no, identify the factual or legal error and evaluate Higher-Level Review.
- If you want a Veterans Law Judge, compare the three Board Appeal dockets.
- Confirm the deadline and current form before submitting.
