Social Security lower overpayment payment checklist

Use this list to prepare a request for smaller monthly withholding or a payment plan without confusing it with an appeal or waiver.

Protect sensitive financial information

Form SSA-634 requests personal and financial records. Submit them only through SSA's official account, office, or other channel identified by the agency—not to WhatDoIFile.

Choose the correct route

  • Lower recovery rate selected because you accept the debt but cannot meet necessary living expenses under the proposed monthly collection.
  • Appeal selected instead if the overpayment or amount is wrong.
  • Waiver selected instead, or in addition when appropriate, if you were not at fault and collection should be excused.
  • Benefit type identified: Social Security retirement, disability, survivor, family, or SSI.

Notice details

  • Notice date, date received, and amount owed recorded.
  • Proposed monthly withholding or payment recorded.
  • Collection start date and instructions reviewed.
  • Any appeal or waiver deadline preserved.
  • Claim number kept only in the private filing records.

Form and affordable amount

  • Current Form SSA-634 edition confirmed: 12-2023.
  • Spanish Form SSA-634-SP used when preferred; edition confirmed: 12-2023.
  • Monthly amount you can realistically afford calculated without sacrificing necessary expenses.
  • Explanation prepared for any unusual or especially large expense.
  • All dollar amounts checked for consistency across the form and attachments.

Supporting documents dated within three months

  • Current rent or mortgage information.
  • Two or three recent utility, medical, credit-card, and insurance bills, as applicable.
  • Recent bank statements and current pay stubs.
  • Canceled checks or other proof of recurring expenses when useful.
  • Most recent income tax return, if requested and relevant.
  • Records covering assets, household income, debts, transportation, medical costs, and court-ordered payments listed on the form.

Submission and follow-up

  • Official SSA online upload, local-office delivery, or other instruction on the form used.
  • Copy of the completed form and every attachment saved.
  • Upload, mailing, fax, appointment, or hand-delivery proof saved.
  • Decision notice stored and compared with the next benefit payment.
  • SSA contacted promptly if the decision or withholding does not match the notice.

If you no longer receive benefits

SSA's repayment page directs people who no longer receive benefits to call about a payment plan or possible settlement. Use the number on that official page or on the notice, and keep a written record of any agreement.
