This is the first-adult-passport route for applicants who are 16 or 17 on the application date. Passports issued at age 16 or older are normally valid for 10 years.
Confirm this route applies
Use this process for a new passport at age 16 or 17. The two-parent consent rule for children under 16 does not apply, but the Department of State requires evidence that one parent or legal guardian is aware of the application. An applicant whose current passport qualifies for renewal should check the separate renewal rules.
Prepare Form DS-11 and evidence
- Complete the current Form DS-11 and print it single-sided. Do not sign until the acceptance agent instructs you.
- Bring original or certified evidence of U.S. citizenship and the photocopy required by the current instructions.
- Bring your own acceptable photo identification and a front-and-back photocopy. A parent or guardian may identify an applicant who cannot present qualifying ID, following the official instructions.
- Bring one compliant passport photo.
- Use the official fee calculator and ask the acceptance facility which payment methods it accepts; DS-11 applications require separate application and acceptance payments.
Show parental awareness
The simplest evidence is for a parent or legal guardian to appear with you. That adult should bring photo identification. If the adult cannot attend, you may use a signed note from a parent or guardian with a photocopy of that adult’s ID. The Department of State may ask for a notarized Form DS-3053 in some cases.
A parent or guardian with authority may submit a written objection to issuance. Custody disputes or safety concerns can require case-specific legal help.
Apply in person
- Find an authorized passport acceptance facility and check whether it requires an appointment.
- Bring Form DS-11, citizenship evidence, identification and copies, photo, parental-awareness evidence, and both required payments.
- Take the oath and sign only when the acceptance agent tells you to do so.
- Keep the receipt and use the official status service after the application enters the system.
- Respond promptly if Passport Services asks for more information.
What changes at age 18
An applicant age 18 or older does not need to show parental awareness. Eligibility to renew a later passport depends on the Department of State’s renewal rules, not only on the holder’s current age.
