Do not submit Form SSA-521 until you understand the amount that you, family beneficiaries, and Medicare may have to repay. Ask SSA for the consequences that apply to your record.
Confirm that withdrawal is still available
For an old-age retirement claim, the request generally must be filed within 12 months of the first month of entitlement. SSA’s public service page describes cancellation or withdrawal up to 12 months after benefit approval. A retirement application can generally be withdrawn only once.
Understand what withdrawal does
If SSA approves the request, the application and the decision based on it have no legal effect. You can apply again later, but a later application is evaluated under the rules and facts then in effect. Withdrawal is not the same as changing a payment date or pausing payments after full retirement age.
Identify everyone affected
Spouses, children, or other people receiving benefits on the application may be affected and may need to consent. List all people and payments connected to the claim before submitting the request.
Calculate the repayment exposure
SSA requires repayment of benefits paid to you and family members, plus amounts withheld for Medicare premiums, federal taxes, garnishments, or similar deductions. Medicare Part A medical expenses paid during the period may also have to be repaid when the withdrawal affects Medicare entitlement.
Complete Form SSA-521
Use the current Request for Withdrawal of Application and state which benefit application you want withdrawn and why. Follow SSA’s current online or paper-submission instructions. Keep a complete copy and proof of delivery.
Wait for written approval
Sending the request does not itself cancel the claim. Continue following current SSA instructions until you receive a written determination and repayment directions. Do not assume future payments have stopped merely because the form was sent.
Compare voluntary suspension
After reaching full retirement age, a person receiving retirement benefits may be able to pause payments instead. Suspension does not erase the original claim, family benefits on the record can stop during the pause, and Medicare premiums still must be paid. It is a separate choice with different consequences.
