Check the live IRS application before you submit
Eligibility thresholds, setup fees, accepted forms, and account options can change. This checklist was reviewed on August 4, 2026.
1. Identify the debt
- IRS notice number and date.
- Tax form and tax year or period.
- Current combined tax, penalty, and interest balance.
- Payments already made and their confirmation records.
- Any amount you dispute or believe was posted to the wrong period.
2. Confirm filing compliance
- All required federal returns have been filed.
- Current estimated-tax or withholding obligations are addressed.
- No open bankruptcy proceeding that makes the normal online plan unavailable.
- A plan is being requested for an IRS balance, not a state or local tax debt.
3. Choose the likely route
- Short-term plan when the eligible balance can be paid within 180 days.
- Online long-term plan when an individual owes $50,000 or less in combined tax, penalties, and interest and has filed all required returns.
- Form 9465, an IRS phone channel, or an office appointment when the online application does not fit.
- Form 433-F or Form 433-H financial information if the IRS requests it.
4. Prepare a sustainable proposal
- Amount available for an immediate payment.
- Monthly amount that can be maintained with necessary living expenses.
- Preferred due date from the 1st through the 28th.
- Time needed to pay the balance within the IRS collection period.
- Backup plan for months with irregular income.
5. Compare payment methods and fees
- Direct-debit bank information, entered only on the official IRS system or form.
- Non-direct-debit method and any separate card-processing cost.
- Current setup fee shown by the IRS.
- Whether the IRS identified the applicant as low income.
- Current Form 13844 and its 30-day deadline if low-income status was not applied automatically.
6. If using Form 9465
- Download the current form and instructions from the IRS Form 9465 page.
- Use the correct taxpayer names, tax periods, proposed amount, and due date.
- Attach any financial statement the current instructions require.
- Use the live IRS “Where to file Form 9465” page for the destination.
- Sign as required and keep a complete copy.
7. Save submission proof
- Online confirmation or acceptance screen.
- Copy of the signed form and attachments.
- Certified-mail or other trackable mailing record.
- Approval letter, setup fee, monthly amount, and due date.
- Notes from any IRS call, including date and official number used.
8. Maintain the agreement
- Schedule each payment before the due date.
- Continue payments even when a refund is applied to the balance.
- File future returns and pay current taxes on time.
- Review the account for posted payments and new notices.
- Use an official IRS channel to revise the amount, date, bank account, or defaulted plan when available.
