Why there is no single national answer
LIHEAP grantees establish detailed eligibility and benefit rules within federal requirements. Policies for renters can differ based on whether the housing is subsidized, whether the household receives a utility allowance, whether energy charges are identified separately, and whether the household has a direct or indirect home-energy burden.
Unsubsidized rent with utilities included
Some programs may serve an otherwise eligible renter whose energy cost is included in rent. The office may ask for a lease, landlord statement, rent ledger, utility arrangement, or other evidence showing how energy costs affect the household. Other programs may use a different rule or benefit method.
Subsidized housing or a utility allowance
Rules can be more restrictive when a housing subsidy already covers energy costs or provides a utility allowance. Some LIHEAP programs exclude certain subsidized households whose energy costs are fully included, while others apply conditions described in their current state, territorial, or tribal plan.
What to tell the local office
- Which utilities or fuels are included in rent.
- Whether any energy charge is listed separately.
- Whether the household receives a utility allowance, reimbursement, or rent subsidy.
- Whose name appears on the utility account.
- Whether the unit has an individual, shared, or master meter.
- Whether a landlord has issued an energy-related surcharge, rent notice, or threat to end service.

Keep the current lease, recent rent statement, housing-assistance notice, utility-allowance calculation, landlord contact information, any submetered bill, and notices about energy charges or service. Submit only what the local program requests.

Contact the LIHEAP office serving your residence and describe the billing arrangement before deciding not to apply. Ask for the policy that applies to renters with utilities included and whether another energy, housing, or emergency-assistance program is more appropriate.
