What LIHEAP may help with
The Low Income Home Energy Assistance Program may help with home heating or cooling bills, emergency services during an energy crisis, and—where the local plan allows—weatherization or minor energy-related home repairs. The type and amount of assistance are not uniform nationwide.
Why the rules vary
LIHEAP is a federal block-grant program administered by states, the District of Columbia, territories, tribes, and tribal organizations. Each administering program publishes its own application periods, income methodology, priority rules, benefit structure, accepted documents, crisis procedures, and service area.
Start before a shutoff or fuel emergency when possible
Funding and appointment capacity can be limited. Some programs accept applications only during defined seasons or until available funds are committed. If you have a disconnect notice, an empty fuel tank, unsafe indoor temperatures, or another urgent situation, tell the local office immediately and ask whether it has a crisis process. Utility shutoff protections are governed separately and also vary by jurisdiction and provider.
Check the household and residence rules
The local program will review household income and other eligibility factors. It may also ask who lives in the home, which energy source is used, who is responsible for the bill, whether the household receives another benefit, and whether energy costs are included in rent. Do not rely on a national income number or assume that participation in another program automatically guarantees LIHEAP.

- Read the current application period and service-area instructions.
- Ask whether applications are online, by mail, by phone, in person, or through a local community agency.
- Gather the documents and account information listed by that program.
- Submit the application and keep confirmation, copies, and appointment details.
- Respond promptly to requests for verification and read the written decision.
Assistance is not the same as a universal utility credit
An application does not guarantee approval or a particular payment. The local program may pay a vendor, issue a benefit through another method, prioritize households with the greatest energy burden or vulnerability, or refer the household to another source of assistance.
